Sometimes the locals ask for money at la "Caseta de cobro", tell them you are here just to climb at the "reliz" and they should let you pass for free.
You must drive to the actual presa (dam) and drive pass it onto the dirt road, you'll have la presa to your right. Try finding your way by choosing the most direct road to the area.
