As of December 2014 it seems that the area is closed for climbing 
The only door that leads to the rocks is closed and locked. The rocks to the left of the path (if looked at from the beach) are covered with metal net for what seems to be fortification reasons. Probably there was too much rock fall directed at the buildings down from the crag. I zoomed as much as I could to the rock to the right - there is no net there but again - locked door.
There is no legal way to go there. Even if you do by jumping over a spiked net and door - consider that the bolts are probably terrible by now as most likely nobody takes care of them and they are so close to the sea. I'd recommend to go further own the coast line to Playa San Marcos - excellent and easy to reach crag with no access issues.
