Hat Head NP PoM does not include climbing as a permitted activity. This is currently under review. As always practice leave no trace principles.

Walk north along the beach from Smoky Cape campground to the rocks and cross the first bands to arrive above an inlet. Depending on tide and your comfort scrambling, you can descend to the inlet then cross to the boulders, or else stay high and traverse above the inlet then carefully descend the grassy slope.
